Add, edit and delete user accounts.
A user account is an entity that represents an individual. The currency deposited
into the account by a stakeholder can only be used by the individual assigned to the
account. When the user submits a job, currency is withdrawn from the account and
acquired by the job. Currency is then consumed when the job runs.
