Add, edit and delete project accounts.
A project account is an entity that represents a department, a business unit or any
site specific organization. Allocations (currency) are deposited into a project account
by a stakeholder for a specified time period and can be used by users assigned to the
project. When users who are assigned to the account submit a job, currency is withdrawn
from the account and acquired by the job. Currency is then consumed when the job
runs.
